(21 Dec 2018) President Donald Trump says it's 'totally up to the Democrats as to whether or not' there is a government shutdown. He spoke during a bill signing event in the Oval Office on Friday as the Senate began a procedural vote to take up a House-passed bill that would pay for his border wall and avert a partial shutdown. "I hope we don't, but we're totally prepared for a very long shutdown," the president added. Senators were being recalled to Washington days before Christmas after having already passed a bipartisan package that continues existing border security funding, at $1.3 billion, but without new money for Trump's wall. Both the House and Senate packages would extend government funding through 8 February, all but guaranteeing another standoff once Democrats take control of the House in the New Year.
