There is a fast and slow way. For fast, as you can guess, you will need to spend currency and buy these rings or amulets from trade. On the Path of Exile official trade page, in filters for item category select any accessory and in stat filters chose Elreon's Veiled. At the moment they are around 20 chaos In case you wish to save currency and don't mind waiting, you can learn this recipe for free, just be sure that Elreon is on your syndicate board. In syndicate encounters, there is a chance that Elreon will drop these rings and amulets you need to unveil to learn the recipe. If you use KALANDRA"S CRAFT Prophecy, there is a chance for Elreon to drop 4 rings/amulets from one encounter. If this prophecy is not activated after an encounter, sealed it and use it next time you find Elreon.
