The Paladin is essentially just a slightly more damaging Carnifex with less ammo in the clip and reserve; their mechanics and accuracy are identical. Personally I think your money is better spent on the other Spectre weapons. The Paladin is purchased from Spectre Requisitions either on the Citadel in the Spectre Office or on the Normandy.
