I consider a target anyone who have to be killed in order to complete the level. In Hitman sniper challenge for example you don’t have to kill the guards, only the primary targets, if guards escape you will complete the mission. Guards in Redemption in Gontrano must be eliminated to complete the mission. This video includes all hitman games but not mobile Hitman games like Hitman Go or Hitman Sniper. I play Hitman by being stealthy but never achieving Silent Assassin rank because in my opinion Silent Assassin limits the possibilities you can achive in the game. I included the Rosewood mission from Hitman Absolution because every Hitman player I know killed everyone in that level because it just not makes any sense to leave bandits responsible for a massacre alive and its super fun to take them all down.
