This video shows you the process of replacing a the drive belt for a ZX Spectrum +3. Usually if the belt is the original one and has become loose or crumbled away then it will need replacing. You should use a some isopropyl alcohol on a cotton bud (or Q tip) and clean the capstan and the main pulley as it can leave some residue there.
