With CJ now having found a way to scope out Caligula's Palace through his new friends Paul, Maccer and Rosie, it's time to begin more preparations for the heist. When CJ arrives at the Four Dragons to meet with Woozie, he finds the triad boss sitting in a dark storage closet. Luckily, there is some light and the room is perfect for planning the heist. The first step is to make a plan but unfortunately, neither CJ nor Woozie have any sort of blueprint or lay of the land for Caligula's so CJ heads out to get some documentation. CJ first has to get a camera in order to get a copy of the casino blueprints so he steals one from tourists just up the strip. With that done, CJ heads to the planning department building where the documentation and blueprints for the casinos in the area are kept, including Caligula's. However, upon arrival, it is revealed that it's a civic type building and no weapons can be seen or CJ will be kicked out of the building. After speaking with the customer service associate, she reveals the plans are on the top floor so CJ uses the stairwell to get to the top. But once on the floor, there is a new problem: a guard is standing outside the room where the blueprints and floor model of Caligula's are kept, with posters of no flash photography are pinned to the walls. Luckily, there is a document depository department on the previous floor so CJ heads downstairs to cause a distraction. He finds some old air con units and with some muscle, CJ destroys them and it starts a fire. Because of the fire, the alarm immediately goes off and everyone evacuates the building, including the guards. Now that there's no one left on the top floor, CJ quickly goes back to the top floor and photographs the blueprints. With the photo in his grasp, CJ now has to make it downstairs and outside and luckily, there's some good news and bad news. The good news is that the stairwell can't be locked or shut down because of the fire but the bad news is that the cops have arrived and find that Carl is responsible of the fire starting so they begin shooting at him. CJ fights his way down the stairwell, shooting at anyone in his way and he soon makes it outside. However, more cops have arrived so CJ makes a fast getaway and gets back to the Four Dragons. When CJ arrives, some of Woozie's men are just leaving and CJ gives them the camera and asks they develop the picture at once. They do so and leave and now, the mission is done. Get that camera picked up. *You've got a camera, now head to the planning department building. *Security's strict in the planning department. Don't start trouble! *The stairwell is now accessible. Climb up to get to the location of the blueprints. *The blueprints you need to photograph are in the far room on the top floor. *You can't photo the casino blueprints with the guard around! You need to divert his attention. *There's a document depository downstairs. Head down to see if you can cause a distraction. *Those old air con units are decrepit. Destroy them anyway you can. *That's it! The fire alarm ought to occupy those guards. *Okay! They're busy with the evacuation just now. Get upstairs and photograph those blueprints pinned to the wall. *Great! You've photographed the casino blueprints! Get out of the building before you're caught. *Take the camera to the back entrance of the Four Dragons Casino.
