The IA investigation is dropped and there is no other legal way to find the truth. The only option left that a law enforcement officer can get is if Baas confesses. They want to see if, he feels guilty and will speak the truth about what happened like how he spoke the truth about Meowfurryon. When Baas killed the EMS, he already told Brian Knight that being honest just puts him in jail. Ripley says since High Command is corrupt, what else can they legally do when it's corruption from the top down. He decided to go with Dan's route to get one last legal try and solving the case.
