"The Committee is at a loss to understand when the revival of BSNL is priority of the government and the revival package is being worked out, why BSNL was not considered to participate in the bidding (LWE-II) process," the panel in its finding said. The LWE initiative, driven by the Ministry of Home Affairs (MHA) is considered to be critical in nature following in the wake of national security, with experts warning against inclusion of any foreign vendor. The Parliamentary group, headed by Congress lawmaker Shashi Tharoor, further said that this (awarding contract to BSNL) would have helped the cause of BSNL revival and improved their financial position. "If financial guarantee for bidding was the issue, the department could extend the support and the government could have come forward for the Sovereign Guarantee." In October 2019, the Cabinet headed by Prime Minister Narendra Modi had approved a revival package for the two ailing telecom companies - BSNL and Mahanagar Telephone Nigam Limited (MTNL) with a financial outlay of Rs 70,000 crore that included Voluntary Retirement Scheme (VRS), allocation of next generation (4G) spectrum and assets monetisation with an aim to turn a corner. Meanwhile, the telco's employee groups and homegrown companies have said that the Centre-backed rescue plan would not yield desired results unless government-funded connectivity programs are awarded to it on a nomination basis that would also ensure strengthening national security. The Department of Telecommunications (DoT), however, in its response said that BSNL was excluded due to the precarious financial position, and the tender is still at a pre-bid stage, and BSNL could bid for it. #BSNL4G #Pmmodi #NeverLaunch ....
