The interesting thing is that these two items require both pure white and pure black world tendency, which means that I had to first clear World 3 to bring it to pure white, collect the hat, then take World 3 down to pure black, clear 5-1 to get Poison Cloud, get Poison Cloud from Sage Freke using the Wriggling Demon's Soul from 5-1 then use that to kill Black Phantom Lord Rydell.
