Since 2014, it's been used in all elections, Rajya Sabha and Lok Sabha but suddenly in polls to Rajya Sabha in Gujarat on 8th, the parties are panicking. The Congress has even gone to the Supreme Court with an urgent hearing on Thursday, but why are the parties only waking up now? There have been umpteen Rajya Sabha polls since then?
