Pan view as Powell walks inside State Department STORYLINE In a major clash with key US allies over a possible war against Iraq, US Secretary of State Colin Powell on Monday said that NATO had a legal obligation to assist Turkey when it asks for help. Powell was reacting to a move by France, Germany and Belgium who blocked NATO efforts to begin planning for possible Iraqi attacks against Turkey, sparking an emergency meeting of NATO ambassadors. The US secretary of state, in brief remarks to reporters after a meeting with Prime Minister John Howard of Australia, said that the alliance should make sure that Turkey "is not put at any risk". Powell said: "I hope that NATO will now realise that they have an obligation to assist a NATO member."
