Startrek Online video stuttering issue

This shows the issue with video lag or hang when playing Startrek Online, this will happen when on a space station, on a deserted planet or when playing in ship mode. The issue is still there in the latest version, I recorded this while having all setting set to the lowest possible setting. It will run the game at it's maximum settings at 1680x1050 at 60FPS. My system: Intel Core i5 2500K (3.3Ghz) 16GB DDR3 memory AMD Radeon HD 6870 (1GB)
