With the process being conducted amid a civil war, the ability to carry it out will depend on the weapons experts being given safe passage to the locations where the arms are stored. In an interview with a German publication Syria's President Bashar al Assad made assurances that there would be transparency and full cooperation given to the inspectors. He also hinted that Germany could act as a mediator in the conflict and send envoys to negotiate a settlement.
