1. Throw batarang while running at enemy just before doing the jump-kick. It's an ultimate advice for any fight in City or Origins. That batarang doesn't cost time and adds 1 to the combo, so you'll already have x3 after the first attack. Ground pound this enemy (x4) 2. The cell doors open after a certain time, or instantly when you attack the thug by the switch. So, if timed right, you can throw batarang at him (x5) and punch the goon in the cell before he can get out (x6) (edit: a better way is to use capestun and another batarang). 3. This cell has an unusual feature — a knocked goon falls through the floor if Batman is not too close to the cell (Edit: PhysX must be off). Striking another goon (x7) moves you far enough away. 4. Ground pound on the third guy gives you x8 combo just before the last thug can attack you, if you did everything fast enough. Applying special takedown to him makes him immediately drop defences and be open to interrogation, even though it looks that you just drop your combo. If he hits you, fastest way to disable him is triple batarang+ground pound.
