That's 31 Time Trials in total. 18 from Crash Team Racing (CTR) and 13 from Crash Nitro Kart (CNK). First you must finish a time trial with a decent time to unlock Tropy. You get a lot of opportunities to build up your boost which will help you keep up with Oxide easily. Hitting the turtles also help keeping up the momentum.
