Funerals for some of the 154 victims who died in a crush in Seoul on Saturday have begun taking place. The tragedy took place as huge Halloween crowds surged into a narrow street in South Korea's capital. South Korean Prime Minister Han Duck-soo has promised a thorough investigation into what caused the incident and to make institutional changes so that such an accident is not repeated.
