Trump signs executive order to reform H-1B visas US President Donald Trump has signed an executive order that could make it harder for highly skilled foreign workers to enter or stay in the country. Trump has promised to transform the H-1B visa programme for skilled workers from a lottery to a merit-based system. The changes will hit the technology, science and engineering sectors in particular.
