Seafoam Islands Glitch?

Seafoam Islands Glitch?

I explore Seafoam Islands in Pokemon Yellow and stumble on an oddity. I'm able to surf freely in the swift current even though only 1 of the 2 boulders is there. In the Red and Blue versions, you need both boulders to do this. Was this oversight?
