The game is set in 1940s - 1950s Empire Bay, a fictional city based on New York City. Mafia 2 follows the story of Vito Scaletta, a war veteran and son of immigrants, who returns to the fictional Empire Bay and quickly falls back into a life of crime with his best friend, Joe Barbaro. Their quest to rise through the ranks of the Falcone crime family to pay off Vito's father's debts leads to a power struggle with rival families.
