I used to focus only on attacking her when her shield is down. This works, of course, but drags the fight out to at least four waves of Thugs, which can be a difficult slog. With no health upgrades it's even worse, as a single mistake and getting grabbed by Ivy's vines will take more than 50% of your health. However, Ivy takes damage even when her shell is up, albeit a smaller amount. This allows you to chew through the fight very quickly, reducing her difficulty to the level of any other boss in the game, definitely below Joker.
