STORYLINE: United Nations (UN) Deputy Secretary-General Asha-Rose Migiro, along with Nigeria''s foreign minister and the body''s local representative, laid bouquets of red and white roses on Sunday beside a UN flag flying at half mast at the site of a suicide car bombing. A suicide bomber rammed through two sets of gates to reach the massive UN building''s glass reception hall on Friday morning. There, the bomber detonated explosives powerful enough to bring down parts of the concrete structure and blow out glass windows from other buildings in the quiet neighbourhood filled with diplomatic posts. A radical Muslim sect operating in northeast Nigeria known locally as Boko Haram claimed responsibility for the attack. The UN''s head of security Gregory Starr said the world body had no prior warnings nor intelligence about threats against its Nigeria headquarters in which 23 were killed. Another 81 people were wounded in the attack. Starr, who also visited the wreckage, said the UN knew of no specific threat against them in Africa''s most populous nation. Starr said it was difficult for the UN to justify spending more money on security if than meant taking money away from development or humanitarian projects. "There is a very fine line that we''ve got to hit here," he said. Boko Haram vowed on Saturday to commit future attacks.
