EU summit talks 'challenging' says Austrian chancellor

Austrian Chancellor Sebastian Kurz, leader of one of a group of "frugal" countries playing a role in drawing out an EU summit in Brussels, says talks are "challenging", particulary with regards to what controls should be put on spending of a bloc-wide virus recovery fund.
