Scarecrow threatens to spread his most recent batch of Fear Gas around Gotham after letting it go in a diner on Halloween night. Commissioner James Gordon and the Gotham City Police Department are outnumbered as six million residents are evacuated, while the city's criminals and supervillains remain. Batman is currently up against a number of supervillains, including the mysterious Arkham Knight, who has teamed up with Scarecrow to kill Batman and flood Gotham in fear.
