In August 1980, a sniper murdered two young Black men while they were out with two white women. Police worked with FBI agents and investigators from various states who had experience with similar racially motivated crimes. A month later, Joseph Paul Franklin was arrested in Kentucky after police identified a suspicious license plate, but he escaped. The FBI placed him on its Ten Most Wanted Fugitives list, and a nationwide manhunt began. Two months later, the killer, responsible for more than 20 other murders, was apprehended by FBI agents in Tampa, Florida.
