Pokémon Red/Blue - Rival Battle in Lavender Town

Now in the Pokémon Tower, of course we find Gary, just standing there for hours waiting for me to fight him. You can fight him any time once you first enter Lavender, but I save him for later. Anyway, his Pokémon aren't very hard if you picked Charmander. Now, if you picked Bulbasaur or Squirtle, then he will have either a level 22, or level 23 Gyarados which will beat you up really bad with Hydro Pump, which it doesn't learn until like, level 40.
