Preheat the oven to 400 degrees. Line twelve muffin cups with cupcake liners; set aside. 2. In a large bowl stir together flour, baking powder, and kosher salt. Fold in the mini chocolate chips. 3. In a medium bowl combine the eggs, sugar, milk, orange zest, orange juice (if using), and oil. 4. Add the wet mixture to the flour mixture. Stir until flour is mixed in; it’s okay if the batter is lumpy. 5. Spoon a 1⁄4 cup of the batter into each muffin cup.
