ANIMAL WELFARE TASK-FORCE and LEGAL-INTELLIGENCE FUND for the animal welfare justice system. 3. ANIMAL WELFARE SECRETARIAT to help legitimize animal welfare groups/shelters nationwide, especially in securing SEC Registration, BAI Certification, Mayor's Permit, BIR Certification, and assistance in minimum capitalization and basic start-up infrastructure. 4. SUB-COMMITTEE on Animal Welfare in the Senate (from DA-BAI and DENR) to concentrate on all animal welfare concerns. 5. ANIMALS-IN-DISASTER COORDINATING COUNCIL (ADCC) to rescue for safekeeping in Community Pet Parks, Shelters and Provincial/Regional Relocation Sites those animals (including livestock) affected by calamities or disasters -- volcanic eruptions, earthquake, typhoon, fire -- or war. 6. Macroeconomic and Intersectoral NO-IMPOUNDING CITATION SYSTEM (NICS) of Empowering and Making Responsible Animal Owners Out of Filipinos to Eliminate the Need for Euthanasia (in the pounds); 7. HONORARIA and INCENTIVES for Barangay Animal Welfare Enforcement Team (BAWET) officers/members -- the Barangay Health Workers of the Animals -- and local animal welfare advocacy group FOCAL PERSONS; 8. LICENSED VETERINARIAN in every barangay or cluster of barangays (depending on pet-human population), with higher quota of veterinary medicine enrollees (scholars) in state universities and vet-med scholars sponsored by NICS stakeholders.
