In Just Cause 4, Rico Rodriguez travels to the South American nation of Solís, homeland of the powerful mercenary group The Black Hand, to uncover secrets about his late father's involvement with them, leading to him forming the Army of Chaos to fight back against the regime and its leader, Oscar Espinosa, who controls the country and is developing powerful weather-manipulation weapons, Project Illapa, to control the populace. The story involves liberating regions, destroying these weather cores, and ultimately confronting Espinosa to bring down the oppressive regime through large-scale chaos and destruction.
