In another development, former British prime minister Margaret Thatcher said on Saturday that Baghdad must apply all the UN resolutions "without exception" if it wants international sanctions against Iraq lifted. The former British leader also paid a visit to families of Kuwaitis who went missing in the Gulf War and are still unaccounted for. Kuwaiti leaders accuse Iraq of holding the missing persons as hostages, a charge Baghdad rejects.
