On 3 July 2024, PISM and the Department of Economic Cooperation at the Ministry of Foreign Affairs organised the debate “The EU’s Global Gateway Strategy: Towards Strengthening Win-Win Partnerships Worldwide”. The conference provided an opportunity to discuss the current state of play of the implementation of Global Gateway in light of other international actors’ offers. The Global Gateway (GG) strategy, which was announced in December 2021, is the European Union’s offer to partner countries to accelerate their twinned green and digital transitions, offering smart, clean, and secure links in the digital, transport, energy, and climate-relevant sectors, and strengthening education, research, and health systems and networks. It develops investment packages with and for partner countries in a 360-degree approach, leveraging private sector investments in hard infrastructure and nurturing partner countries’ economic enabling environment. Global Gateway aims to mobilise up to €300 billion in investments across the world between 2021 and 2027. The debate focused on how to reconcile the EU’s geostrategic and international partnerships goals with Global Gateway, fostering the EU’s positive offer of cooperation for its partners worldwide, and how to increase the involvement of Member States’ financial institutions and the private sector. The conclusion was that while GG was met with interest by EU partners, a lessons learnt include the need to have more high-scale strategic projects and to improve communication about EU engagement in particular countries. With respect to Africa, for example, the challenge remains the limited trust towards EU investment due to the historical experience of colonialism.
