Apple states that Siri is "always on" on their new Apple Watch Series 3. As physically disabled user Colin Hughes reveals on Aestumanda.com this isn't quite accurate as users need to move their wrist sufficiently for Siri to activate. For paralysed people, or with weak muscles, and people with any form of weak movement in their arms it may not be possible to activate Siri on the Apple Watch Series 3 meaning users cannot do many of the things Apple claims - make a call, send a message and play music.
