Europe's governments are continuing their effort to get out of their financial jam without spending as much money, or making as many policy changes, as many experts recommend. VOA's Al Pessin reports from Brussels the leaders are hoping businesses will stimulate an economic recovery, but businesses are looking to the leaders to create the right environment.
