The politics and policies of Carbon Neutrality in Japan - SéminAIRE du 31 janvier 2022
In line with the ambitious goals of COP26,t, Japanese government also upgraded their emission target from 25% reduction to 46% reduction in 2030 while they aim for Carbon neutrality in 2050. Accordingly, the government increased the target of renewable energy share among the electric power source from 23% to 37% in 2030. The government must now propose additional policies to fill the gap and achieve this new target. Despite these renewed climate goals, Japanese government has not implemented an emissions trading scheme (ETS) at the national level yet, though the local governments of Tokyo and Saitama have introduced ETSs since 2010 and 2011, respectively. The remaining 45 prefectures have not implemented ETS up to now (Arimura and Matsumoto, 2021). Though Japanese government has introduced a carbon tax (tax for climate change mitigation) since 2012, it is only 289 yen ($2.53 ) per ton of CO2. Therefore, there is a room for additional carbon pricing, ETS or carbon tax, to help reach the new 46% reduction target. In this talk, I will discuss why Japan is slow in implementing a carbon pricing compared to Korea or China which have already implemented nationwide ETSs. I will go over the relationship among the Ministry of the Environment, the Ministry of Economy, Trade and Industry (METI) and the industry association such as Japanese Business Federation (Keidanren). I will also talk about some competition between the national government and the Tokyo Metropolitan Government in environmental policy.
