Looking at the details presented in Romans 8:28-30, one can easily see that only "those who love God" (not just a few who God loves according to the Calvinist view) and to those who are "the called" of God are being referred to when speaking about how all things work together for good. Romans 8:29 very clearly brings out God's foreknowledge and how He predestinated things through His foreknowledge. Calvinists don't consider the foreknowledge of God when talking about predestination. Man is called by the gospel (2 Thessalonians 2:14) and the gospel is the power of God unto salvation to everyone who believes (Romans 1:16). Those who hear, believe, and respond in obedience to the gospel are referred to as the called according to Galatians 1:6; Hebrews 9:15; and 1 Peter 2:9). These Scriptures list God's entire purpose and the order of how things are accomplished. God predestinated and determined before the foundation of the world to send mankind a Saviour to atone for the sins of mankind. So in this sense, God predestinated our salvation. Through God's foreknowledge, He predestinated that anyone who accepted His call of the gospel and obey it, would be conformed to the image of Jesus Christ. The conformation to Jesus was predestinated, not the acceptance and obedience aspect. Those who received and obeyed the gospel call were then justified and glorified.
