The Division: Don't kill accidental rogues

I take the position, that if a 20s rank 0 rogue is not attacking you, he is a true accidental rogue - a "gentleman rogue", as some call it. This means you should leave him be and let his timer run out. Sadly, so many others just see it as an option to get a free kill. Just think of the times multi-group hunting parties chasing high-level rogues have been blown into a clusterfuck of smithereens because someone accidentally hits a neutral agent and everybody loses their mind and tries to score a free kill. Sometimes I doubt many players even know the bars around the rogue skull indicate how many kills the rogue has (showing up to a max of 5 at which point the manhunt is on). Or maybe they just don't care. Anyways, back to our experience: I don't know if this fellow intentionally ran into our line of fire (i.e. baiting), or if he didn't realize we were shooting or just didn't give a shit. He still used the option to score a free kill on a group member, and as can be seen shortly after, he is not above going rogue himself - doing the classic rogue evergreen of shooting people in the back. We tried to convey to him that we didn't much appreciate his actions. This of course entails us acting like douchebags towards him - what goes around comes around. I am particularly fond of the moment from 7:20 onwards. To our great amusement he even had proximity chat on. The jump at 1:55 cuts out a couple of minutes he spent waiting out his revive timer and looking for us again, during which time we were going about our merry way and killing mobs in the DZ. The last minutes are admittedly boring and just shows us killing him a couple of times and running out our rogue timer.
