Performance-Based Funding: Understanding the Threat
December 2, 2021 presentation by Dr. Marc Spooner from the University of Regina, who is a leading Canadian expert on performance-based funding. The Manitoba government has declared its intention to change how it funds post-secondary educational institutions. It wants to follow a number of other states and provinces that have announced, or are considering, performance-based funding (PBF). Performance-based funding links public funding to targets such as graduation rates, and graduate employment and earnings.
