Being in hard cover removes the 40% damage bonus by enemies, meaning you have 80% damage reduction. Bubble and Fitness set for maximum barrier recharge, which, along with Shield Power Cells III and Stronghold Package, allow your barriers to start recharging in roughly half a second.
