A horse gives response when it knows what you want and what is going to happen. A horse gives a reaction when he confused, scared, ambushed or forced. So when a horse does something unpredictable it is because the horse was surprised, it was ambushed, it was pushed or thrown into a situation where it was prepared or shown what to expect.
