Master Save - How to 100% San Andreas Before Starting

Are you familiar with those memes where the hero in an RPG, having maxed out his character and completed all the side quests, begins the main storyline? I've long been tempted to do something similar in... GTA: San Andreas. Complete all the jobs, rescue all the passengers, collect all the secret packages, and all this before returning to my hometown of Grove Street.
