Does Delhi govt has authority to file FIRs?

Delhi chief minister Arvind Kejriwal has ordered the Anti-Corruption Burean (ACB) to file FIRs against Petroleum Minister Veerappa Moily, former minister Murli Deora, Reliance Industries chairman Mukesh Ambani over gas pricing.
