You don't need to use meter on the first Power Bomb against low stamina and stun characters. Against Cammy you don't need any bar at all. After the Flash Chop it's a reset, you can either choose to Power Bomb them or if you think they'll try and jump then just stand MP them. It'll beat their jump and give you a combo into the stun.
