Reni is being targeted by Diego Mendez and plans to kill her. Vic needs to distract the Mendez goons to make sure Reni can get as far as possible, but they end up finding her. I recommend that if you haven't completed already, take over 30 out of 30 empire sites, which will reward you with BP/PP vehicles that are parked outside one of your empire sites. Once you get to the final part of the mission, where you take Reni to the hospital, the Mendez goons won't be able to blow up your vehicle via gunshots.
