Somalia in on the top of the failed state index (Al-Jazeera Interview with Dr. Afyare Elmi)

Late june, Foreign Policy Magazine and the Fund for Peace released the failed state index for the 2011. For the fourth year, Somalia is on the top of the list. The Kampala Accord between the speaker and the president was also signed. Al-Tony Harris of Jazeera TV interviewed Dr. Afyare Elmi who teaches at the Qatar University's International Affairs Department
