First start the Angelo Bronte, A Man of Honor mission in chapter 4. Not a replay but the real mission. See my other video on it. Once in New Austin you can free roam there, and in thhis video i show you where to get the Scarecrow Top Hat. Make sure to finish the mission, otherwise you have to start over.
