It's rather uncommon that a family member -- even in a toxic family dynamic -- would engage in stalking, harassment, and bullying of other family members. But that doesn't mean it doesn't happen. In fact, research suggests that most stalking behaviors (and sometimes intimate partner crimes) are more common to happen in relationships where the victim knows the perpetrator. And with the influence of social media, tracking devices, cameras, etc. it has become thhat much easier to harass and stalk.
