[Old and Garbage] MUGEN All-Stars - What the Hell Is This?

...orz Not much needs to be said about the next victim. However, rather than allowing the Slayers to go through torture, I decided to pull out someone I was curious about for a while - Tes Koma by YLYL (I think that's the authorname). Don't have many ideas right now as to her title. Any suggestions?
