Built on Blood and Loyalty: The Rise of Toni Cipriani Set in 1998, Grand Theft Auto: Liberty City Stories follows Toni Cipriani, a loyal mob enforcer who returns to Liberty City after laying low for several years for killing a made man on the orders of his boss, Salvatore Leone. Toni begins his journey as a low-level enforcer, cleaning up Leone messes and proving his loyalty. As tensions rise between the Leones, Sindaccos, and Forellis, Toni quickly climbs the ranks. Along the way, he deals with personal issues, including his own mother calling a hit on him, taking care of his boss’s problematic lover, being betrayed by an envious capo of the family, and even having to participate in a hit on an old friend. He uncovers a plot by the Sicilian Mafia, led by Salvatore's uncle and his underboss Massimo Torini to take over Liberty City, by influencing smaller gangs to attack Leone’s territory, sparking a war between the rival mafia families and even influencing the mayor to go after Salvatore legally. Toni becomes a made man after assassinating the mayor of Liberty City after which he contends with eccentric allies like Donald Love, a power-hungry real estate tycoon-turned-political candidate, and Leon McAffrey, a bitter and corrupt cop, in order to seize complete control over Liberty City in the City Hall as well as the streets. Toni’s loyalty is tested as Donald Love descends into madness and bankruptcy, and Salvatore becomes increasingly paranoid and eventually arrested by the feds, upon which he decides it is time to hit both rival families hard resulting in the death of Paulie Sindacco and the complete collapse of the Sindacco crime family in Liberty City. Meanwhile, a deeply personal subplot unfolds between Toni and Toshiko Kasen, the neglected wife of Kazuki Kasen, a Yakuza boss. Toshiko manipulates Toni into dismantling her husband's empire, helping him prevent Yakuza’s expansion into Leone’s business interest in the city. At the same time Donald Love moves to ensure his real-estate empire bounces back after a devastating political defeat. Things escalate when Fort Staunton, an entire section of the city that was under control of the Forellis, is destroyed by Toni, paving the way for Donald's real estate empire. As Salvatore faces trial, Toni fights off Sicilian hitmen trying to get rid of him and in the explosive finale, Toni rescues the kidnapped Mayor from Massimo Torini. After defeating Torini in a climactic lighthouse shootout, peace is restored. Salvatore consolidates power, the rival families are beaten into submission, the mayor is under Salvatore’s control and peace is made with the Sicilian mafia but on the terms of Salvatore Leone, now the head of the most powerful mafia family in the city.
