Ukraine: bill to return to 2004 constitution blocked

Members of Ukrainian opposition groups on Monday pushed to pass a vote for a return to the 2004 constitution which would give less power to the president. But the bill was blocked by parliamentary staff who refused to register it on procedural grounds, causing the situation on the streets of Kyiv to intensify.
