Many fans theorize that Horus was a sacrificial lamb to the chaos gods. That the emperor of mankind knew it didn't matter who he chose to be his warmaster. The warmaster, whoever it was, would inevitably fall to chaos. But after reading "Horus Rising" by Dan Abnett, I feel that Horus actually was the right Primarch to be warmaster. In the book, he shows desire to be more than a placeholder for the emperor during the great crusade. He wants to act as the emperor. He wants to have the wisdom and willpower to make decisions that will guide humanity towards a golden path. Its sad to see what Horus was before he fell.
