A former National Grid employee is charged with running a shadow utility organization and illegally installing meters across Brooklyn for landlords willing to pay $1,300 to $2,500 per meter. Weldon “Al” Findlay, 47, of Brooklyn, is the alleged mastermind and leader of this shadow utility company.
